Sanctions for killing a deer are greater than a corporation's knowingly violating the law and killing an employee. Charles Jeffers, Former Assistant Secretary of Labor, states in this video, "They think that the law is so ineffective that it's more profitable for them to take the risk of not having safety programs in place than to comply with the law...The current law is inadequate to deal with serious violators, repetitive violators, situation where people are put at risk day after day."
